As a result of the Erasmus + KPI4HE project, National framework of Key Performance Indicators (KPIs) for higher education (NF-KPI) will be developed along with corresponding revisions to institutional accreditation criteria and standards.
On January 30, YSU hosted the kick-off meeting of the Erasmus + project "Establishment of National Framework of Key Performance Indicators for Good Governance and Quality towards Inclusive, Digital and Green Oriented Higher Education in Armenia (KPI4HE). During the two-day meeting, the project’s Armenian and European partners will specify the stages and terms for the project implementation, present the ways to achieve the defined outcomes and ensure their sustainability.
Hovhannes Hovhannisyan, YSU’s rector, Artur Martirosyan, deputy minister of the RA MoESCS, Vasilis Maragos, ambassador, head of the EU Delegation to Armenia, Lana Karlova, coordinator of the Erasmus+ National Office in Armenia, welcomed the participants and conveyed their wishes for fruitful activities.
During the conference, ANQA delivered two presentations. Varduhi Gyulazyan, head of ANQA’s Institutional and Programme Accreditation Division, provided insights into the agency’s 15-year activities and achievements, complemented by brief numerical data and analyses results.
It was highlighted that due to accreditation:
- the HEIs’ strategic management has been improved;
- the APs are implemented in an outcome-based approach;
- the TLIs have a stable teaching staff.
Ani Mkrtchyan, responsible for ANQA’s Internal Quality Assurance, delivered the second presentation "Implementation of Institutional Research and Strategic Planning", sharing ANQA’s areas of activities as part of the project. ANQA is responsible for the third work package, which aims to establish national guidelines for institutional research, strategic planning and accountability towards quality, inclusive and green-oriented higher education, based on European best practices and the national context.
For that purpose․
- Operations Manuals of Institutional Research (OMIR) and NF-KPI will be developed and piloted in involved HEIs;
- the strategic plans of involved HEIs will be revised based on the pilot;
- State Institutional Accreditation Standards will be revised in line with the piloted NF-KPI;
- a public discussion will be held regarding the revised accreditation criteria and standards, following which the package will be submitted to the Government for approval.
Establishment of National framework of Key Performance Indicators for good governance and quality towards inclusive, digital and green-oriented higher education in Armenia" (KPI4HE) is a three-year project. KPI4HE aims at improving higher education system governance, university strategic planning and management contributing to quality and inclusive, digital and green oriented higher education in Armenia through development and implementation of National framework of Key Performance Indicators (KPIs) for higher education (NF-KPI), operationalization of Institutional Research and Planning Services (IRPS) and revision of state institutional accreditation criteria and standards in line with NF-KPI.
The project coordinator is YSU. The partners are the RA MoESCS, ANQA, Institute for Informatics and Automation Problems of NAS RA, Armenian State Pedagogical University, Eurasia International University, Northern University, Gavar State University, Armenian Center for Educational Policy and Management.
The European partners are The Carl von Ossietzky University of Oldenburg, Dresden University of Technology, University of Genoa.
